Q.  Do I need an export license if I want to sell merchandise via the web to other countries - Lissette

One of the great advantages of the web is your ability to reach the global audience at less cost. However, it is important to remember that selling your merchandise via the web or by any other means is only the marketing process. Shipping the merchandise out would still follow the conventional ways.

If you plan to deal with sizeable quantities, you may be required to have an Export license. Also, you may be required to have export permit if you are shipping out valuable goods in bulk.

On the other hand, if you ship out small quantities like one or two at a time via the US Postal Service or the other carriers you may only be required to submit a customs declaration of the item, including description and value. International mail is subject to customs examination in the destination country. Many online small business owners ship globally without being required to get export licenses.

I would recommend that you check with the US Customs department http://www.customs.ustreas.gov/  in order that you operate your business with the right guidance and direction. Also talk with your local USPS about the requirements of shipping internationally.
